This is a handbook for attorneys assigned by the United States District Court for the Northern District of Illinois to represent prisoners in litigation filed pro se. The Illinois Institute for Community Law, in conjunction with the District Court, has revised this handbook to provide you with information regarding correctional policies and procedures, PART I, and the substantive and procedural rights of incarcerated persons, PART II, including several recent fundamental changes that have occurred since the last revision of the handbook.
